KAINE’S HEALTH RECORD REVEALS PROGRESSIVE, PRAGMATIC GOVERNOR — Tim Kaine navigated Virginia politics to enact a number of public health efforts, like an indoor smoking ban and an expansion of health IT, and he also balanced progressive priorities against his own moral compass. (More on that in a moment.) At the same time, some of his biggest aspirations — including coverage expansion in Virginia — weren’t fully achieved.
